Richard Brady is President of the Matrix Consulting Group and in charge of the Firm's government consulting practice. His experience encompasses over 35 years in the analysis of local government services in hundreds of jurisdictions throughout the country. His also leads our public safety and justice practice focusing on developing holistic approaches to meeting community needs.

He received his BA degree from California State University, Hayward and his Doctoral degree from Oxford University, UK.

He is based in our headquarters offices in Mountain View (CA).

Alan Pennington is a Vice President with the Matrix Consulting Group, and served for over 15 years in various public sector positions in Illinois and Maine. A consultant for 10 years, he leads our General Consulting practice which provides administrative, development review and public works consulting services. Mr. Pennington is trained as a Six Sigma Deployment Champion. He also has taught collective bargaining at the university level.

He received his BA and MPA degrees from the University of Maine.

He is based in our Midwest Office located in Edwardsville (IL).

Courtney Ramos is a Vice President with the Matrix Consulting Group. Ms. Ramos has managed and assisted with all of the firm’s cost allocation plans, user fees, including development fees, and development impact fees for our national clients. She leads the Financial Services practice for the firm.

She has an AA Administration of Justice, AA Sociology, Santa Barbara City College (CA).

She is based in our Mountain View (CA) office.

Staff

Aaron Baggarly is a Manager with the Matrix Consulting Group. He has over nine years of governmental consulting experience. During his consulting career he has worked with over 75 public sector clients evaluating a wide range of issues including: permit processing, facility needs, detention system staffing and operations. Mr. Baggarly is AICP certified by the American Planning Association and earlier in his career was a professional planner.

He has a BS in Community and Regional Planning from Appalachian State University.

He is based in our Charlotte (NC) office.

Ian Brady is a Senior Manager in Public Safety Consulting Services. Mr. Brady founded and leads our data analytics and GIS applications practice. His principal expertise is in the analysis of law enforcement, having worked on numerous studies relating to staffing, alternative service delivery feasibility, geographic policing, and deployment issues. The data analytics practice he leads also provides analysis fire service responsive effectiveness and station location feasibility.

Mr. Brady received his BA in Politics from Willamette University.

He is based out of our Portland (OR) office.

David Lee Branch is a Manager in our General Consulting Practice. Mr. Branch provides support to senior staff in all consulting areas, with a measuring workloads and service levels, customer service and comparative analysis.

He received his BS in Public Policy, Management, and Planning from the University of Southern California.

He is based in our Edwardsville (IL) office.

Devon Clunis is a Manager with Matrix Consulting Group, Canada. Devon served 29 years with the Winnipeg Police Service in Manitoba, Canada, where he rose to the rank of Chief – the first black Chief of Police in Canadian history. He was able to change the course of policing in Winnipeg, transitioning from a reactive enforcement model, to a proactive, community centered model. He is a member of the Board of Directors for The Canadian Police Knowledge Network.

Jessica Deshong is a Consultant in the Financial Services practice of the firm assisting on cost allocation plans and user fee studies. She also assists the firm’s data analytics unit. Previously she was a Data Analyst with Apple.

She is based in our headquarters’ office in Mountain View (CA).

Robert Finn is a Senior Manager and has over 25 years of combined experience as a police and fire executive, public safety director and consultant. He leads our fire and emergency medical services analytical practice developing master plans, facility location analysis, management and staffing assessments.

He has an MBA and a BS in Public Safety Management from Grand Canyon University.

He is based in our Dallas (TX) area office.

Robin Haley is a Senior Manager with the Matrix Consulting Group and has over 20 years of public sector management consulting experience. His principal area of expertise is in the analysis of public works, utilities and parks and recreation services evaluating asset management practices, maintenance planning and performance, crew size and productivity issues.

He holds a BS degree from the Georgia Institute of Technology, and an MBA from Georgia State University.

Khushboo Hussain is a Manager and works both in our financial services and management consulting practices. In financial services she evaluates costs and activity based fees as well as fees associated with development impacts; in management studies she is involved in evaluations of administrative services and development review.

Ginny Jaquith is a Manager with over 35 years of diverse experience in the public sector as a consultant to local government, council member, parks and recreation director and professor in the Recreation, Parks and Tourism Department at San Francisco State University.

She has a BA from San Jose State University, a MS degree from San Francisco State University, and a doctoral degree from the University of San Francisco.

She is based in our Mountain View (CA) headquarters’ office.

Terry Lewis is a Senior Consultant with the Matrix Consulting Group with over 30 years of experience in the fire service up to the level of fire chief. His professional career included responsibility for fire prevention and management of operations. His experience also includes financial management and accounting.

He has a BS degree in Fire Science, and AA in Accounting from the University of Cincinnati. He is also an Executive Fire Officer (EFO) program graduate.

He is based in our Kentucky office.

Greg Mathews is a Senior Manager with the Matrix Consulting Group with over twenty-five years of public sector experience, as both a senior management consultant and executive manager in local government agencies. He is a lead analyst in our public safety consulting efforts, especially in emergency communications and detention system issues.

He received his BA from the University of California at Davis and his MA degree from the University of Southern California.

Jocelyn Mathiasen is a Manager with Matrix Consulting Group and brings over 15 years of consulting and public sector experience at the local and state levels. Her primary work areas include streamlining municipal operations to enhance customer service and efficiencies, notably in the area of development review. Recently she also served as Director of Permitting and Land Use for the city of Milford, Connecticut.

She received a Master of Public Policy from Harvard University, and a BA in Government from Oberlin College.

She is based in our New Jersey office.

Shawn Messinger is a Senior Consultant with the Matrix Consulting Group as part of our Public Safety Division. Mr. Messinger has over 20 years of public safety experience in both the private and public sector. His diverse experience includes firefighter, corrections officer, police officer, deputy sheriff, and communications center director, and Chief Deputy. Mr. Messinger also worked previously for the Utah Communications Authority as their 911 Project Manager, and consulted for Priority Dispatch Corporation.

He holds a BS degree in Criminal Justice from Eastern Washington University, and management certifications from the CJTC in Washington State.

He is based in our Salt Lake City (UT) office.

Randy Owen, CAFM is a Senior Manager with the Matrix Consulting Group and has 20 years of experience as a fleet manager and fleet management consultant. Mr. Owen has participated in more than 300 fleet management projects for federal agencies, state and local governments, and private companies. Prior to joining Matrix, Mr. Owen was a founding member of Mercury Associates and a consultant at Maximus.

He is a Certified Automotive Fleet Manager, and holds BA and MA degrees in Political Science from the University of California at Los Angeles.

He is based in our office in Charlotte (NC).

Ryan Peterson is a Consultant and works in both our public safety and general consulting practices, specializing in GIS and data analytics. Has extensive experience conducting geospatial analysis for local and regional governments, having previously worked for the City of Portland and City of Beaverton, as well as the Tri-County Metropolitan Transportation District of Oregon (TriMet).

He holds a BS in Geography/GIS from University of Oregon and a GIS Graduate Certificate from Portland State University.

He is based out of our Portland (OR) office.

Byron Pipkin is a Senior Manager with the Matrix Consulting Group. He has over 32 years of experience in public safety as consultant and professional officer (both a police officer and firefighter) through the rank of Deputy Chief in the Sunnyvale Department of Public Safety. As a consultant he is a lead analyst with the firm evaluating police department operations as well as the feasibility of alternative police service delivery.

He is a graduate of the FBI National Academy; received California POST Management, Supervisory and Advanced certificates; and he received his BA from San Jose State University in their Justice Administration program.

He is based in our headquarters’ office in Mountain View, California.

Jennifer Savage, AICP and CTP is a Consultant with Matrix Consulting Group. She is an accomplished Senior Project Administrator and Development Services Professional with over 13 years of experience in strategic planning, program management, and development. Ms. Savage most recently worked with the cities of San Carlos, Los Gatos, Los Altos, and the County of Monterey as an Associate Planner.

She is based out of our Irvine (CA) office.

John Scruggs is a Manager with the Matrix Consulting Group with a strong background in law enforcement, including having previously served as a Captain for the Portland Police Bureau. He has served in all facets of law enforcement during his 26-year career.

He has a Master of Public Administration from Portland State University, and his Bachelor’s degree in Political Science from Portland State University.

He is based in our office in Raleigh (NC).
