Richard Brady is President of Matrix Consulting Group and is in charge of the firm's government consulting practices. His experience encompasses over 35 years and has worked with hundreds of jurisdictions throughout the country. He also leads our Public Safety practice, focusing on developing holistic approaches to meet community needs. He holds a doctorate from Oxford University, UK, and is based out of our headquarters office in San Mateo, CA.

Alan Pennington is a Senior Vice President and Chief Talent Officer. A consultant for the past 10 years, he leads our General Consulting practice, which provides administrative, development review, and public works consulting services. Prior to joining Matrix, he served for over 15 years in various public sector positions in Illinois and Maine. He is trained as a Six Sigma Deployment Champion, and has taught collective bargaining at the university level. He is based in our Edwardsville, IL office.

Courtney Ramos is a Senior Vice President/Chief Financial Officer, and leads our Financial Services practice. Ms. Ramos has managed and assisted with all of the firm’s cost allocation plans, user fees, including development fees, and development impact fees. Her tenure with the firm has also included work on operational audits focusing on organizational and staffing structure enhancements. She is based out of our San Mateo, CA headquarters office.

Ian Brady is a Senior Vice President and our firm's Chief Operations Officer. He leads our Public Safety practice, in addition to founding our data analytics and GIS applications practice. His principal expertise is in law enforcement and other areas of public safety, having worked on numerous studies relating to staffing, alternative service delivery feasibility, geographic policing, and deployment issues. He is based out of our Portland, OR office.

Khushboo Ingle is Vice President and Secretary and works both in our Financial Services and General Consulting practices. In Financial Services, she evaluates costs and activity-based fees as well as fees associated with development impacts.

In our General Consulting practice, she is involved in evaluations of administrative services and development review. She is based out of our Irvine, CA office.

Aaron Baggarly is a Vice President and leads our Development Review and Space Planning practices, with over 12 years of governmental consulting experience. During his career, he has worked with over 100 public sector clients in evaluating a wide range of issues including permit processing, facility needs, detention system staffing and operations. Mr. Baggarly is AICP certified by the American Planning Association and, earlier in his career worked as a professional planner. He is based in Charlotte, NC.

Jen Winter, PE is a Vice President and leads our Public Works and Infrastructure practice. With over 25 years of experience, she manages all public works studies, including asset management, engineering, streets, public utilities, emergency response and disaster resiliency planning, and related services. Prior to joining Matrix, Jen served as Public Works Director for the City of Cedar Rapids, Iowa, and previously worked as the Regional Director for an engineering consulting firm. She is based in Fort Myers, FL.

Katherine (Kate) Vigneau, CAFM, is a Director with both Matrix and our Canadian business, MCG Consulting Solutions. Vigneau spent 27 years with the Canadian Armed Forces as a Logistics and Transportation Officer, retiring at the rank of Lieutenant-Colonel. She is the lead for our fleet management practice, as well as our Canadian business. She highly very involved with NAFA - Fleet Management Association as a volunteer Trustee and as their Director of Professional Development. Ms. Vigneau holds a Master of Defense Studies from Canadian Forces College, and a Master of Business Administration from the Royal Military Collage, and is based in our Halifax, Nova Scotia office.

Devon Clunis is a Director with both Matrix and our Canadian company, MCG Consulting Solutions. Devon served 29 years with the Winnipeg Police Service in Manitoba, Canada, where he rose to the rank of Chief – the first Black Chief of Police in Canadian history. He was able to change the course of policing in Winnipeg, transitioning from a reactive enforcement model, to a proactive, community-centered model. This change was adopted by the community and Police Board as a new Vision and Mission for policing in Winnipeg. Devon was president of the Manitoba Association of Chiefs of Police, and was awarded the Lieutenant Governor’s Award for the Advancement of Inter-religious Understanding in 2017. He is a member of the Board of Directors for The Canadian Police Knowledge Network, and a member of the Poverty Reduction Council of Winnipeg, and is based in Winnipeg, Canada

Robert Finn is a Senior Manager and has over 25 years of combined experience as a police and fire executive, public safety director and consultant. He leads our fire and emergency medical services analytical practice, developing master plans, facility location analysis, management and staffing assessments. He has an MBA and a BS in Public Safety Management from Grand Canyon University, and is based in our Dallas, TX office

Greg Mathews is a Senior Manager with over 25 years of public sector experience as both a senior management consultant and executive manager in local government agencies. He is a lead analyst in our public safety consulting efforts, especially in emergency communications and detention system issues. He is based in our Charlotte, NC office.

Charles (Chas) Jordan is a Manager with over 4 years of consulting experience in public works/solid waste industries and 12 years of local government experience, having served as an Assistant Public Works Director/Facilities Manager and Management Analyst in Largo, FL. He also serves as the editor of the Florida Public Works Magazine and has been a frequent presenter and training at professional conferences. Chas holds Master of Public Administration degree from the University of North Florida, and is is based out of our Florida office.

David Branch is a Manager and serves as a lead project analyst across multiple disciplines. His consulting experience has included more than 100 studies throughout the country, with a focus on emergency communications, public works, fleet management, community development, and administrative services. He is based out of our Irvine, CA office.

Derrick C. Turner is a Manager, with over 10 years of local government experience and 10 years of private industry experience. In local government, he served as County Manager in Franklin County Georgia, where he was able to use his expertise to enhance the county financially, not only restoring the county’s credit rating, but getting it upgraded for the first time in many years. Derrick also served within Finance as the Budget Officer for the City of Lawrenceville, managing a budget of more than 200 million dollars. Derrick holds a Master of Business Administration degree from Keller Graduate School of Management, and is based in our Georgia office.

Terry Lewis is a Manager with over 30 years of experience in the fire service up to the level of fire chief. His professional career included responsibility for fire prevention and management of operations. His experience also includes financial management and accounting. He is also an Executive Fire Officer (EFO) program graduate, and is based out of our Kentucky office.

Allysn Brekke, AICP is a Manager with over 20 years of community development experience in local government. Prior to joining Matrix, she was the Deputy Planning Director for Gallatin County, MT and helped to improve the Planning Department’s development review procedures for intense and rapid growth. She also served as the Director of Community & Economic Development for the City of Port Angeles, where she was successful in building a more efficient and modernized land use code to help foster responsible growth and reduce numerous historic zoning barriers for the creation of new housing.

Jocelyn Mathiasen is a Manager, bringing over 15 years of consulting and public sector experience at the local and state levels. Her primary work areas include streamlining municipal operations to enhance customer service and efficiencies, notably in the area of development review. Recently she also served as Director of Permitting and Land Use for the city of Milford, Connecticut. She has a Master of Public Policy from Harvard University, and is based in our New Jersey office.

John Scruggs is a Manager as part of our Public Safety practice. He has experience in all facets of law enforcement during his 26-year career, having previously served as a Captain for the Portland Police Bureau. He holds a Master of Public Administration from Portland State University, and is now based out of our office in Raleigh, NC.

Philip Berry is a Senior Consultant, working in our Public Safety practice. Prior to joining Matrix, Philip spent time as a Research Analyst with the Virginia Criminal Sentencing Commission in Richmond, VA. Philip has also spent time at academic institutions as an instructor throughout the East Coast during his graduate-level coursework. Philip holds a masters degree from Radford University, and is a doctoral candidate in criminology from the University of South Carolina. He is based out of our South Carolina office.

Prior to joining Matrix, she was a Senior Machine Learning Data Associate at Amazon, where she collected, analyzed, and reported on data relating to various projects. Nick Heuertz is a Senior Consultant in our Public Safety practice. Prior to joining Matrix, previously served for six years as a Police Officer with the Palatine (IL) Police Department. During his time there, Nick served as patrol officer, tactical unit officer, investigator, school resource officer, and community relations officer.

Tim Donohoe is a Senior Consultant with over 27 years of experience in both local and international law enforcement. He most recently served as Mission Advisor for the United States Department of Justice, International Criminal Investigative Training Assistance Program for the country of Armenia and as a Senior Law Enforcement Advisor for the country of Ukraine implementing police reform. He is a retired Commander with the Reno, NV Police Department and has command-level experience in both police operations and administration. Mr. Donohoe holds a master’s degree in criminology and criminal Justice from the University of Colorado at Denver.

Abnash Minhas is a Consultant as part of our Financial Services team. She supports senior staff on cost of service engagements, including cost allocation plans, user fee studies, and development impact fee studies. Prior to joining Matrix, she was a contracts and grants analyst, where she focused on fund allocations and reconciliations, financial tracking, fiscal forecasting, and grant proposal development. Cody Brem is a Consultant with our General Consulting team, conducting analytical work for a variety of service areas. Previously, he has worked as an Assistant to the Public Works Director in Springboro, OH and as City Clerk in Wahoo, NE. Cody also serves as an officer in the Army Reserve. He works out of our Nebraska office.

Ryan Peterson is a Consultant and works in both our public safety and general consulting practices, specializing in GIS and data analytics. Has extensive experience conducting geospatial analysis for local and regional governments, having previously worked for the City of Portland and City of Beaverton, as well as the Tri-County Metropolitan Transportation District of Oregon (TriMet). He holds a BS in Geography/GIS from University of Oregon and a GIS Graduate Certificate from Portland State University, and is based out of our Portland, OR office.
